I have been told after a 3 month probationary period you start to accumulate vacation pay at a rate of 4% of gross earnings (for hourly employees). I have also heard after a set amount of worked hours vacation pay should start to accumulate. Are either one of these statements accurate?

depends upon policies laid out at the begining of employment; a start up co. probably doesn’t have such fringe benefits,as they haven’t made enough money to offer such. there are no "laws" that regulate this.
